What is the difference between a boundary survey and an ALTA survey?

A boundary survey establishes the legal property lines. An ALTA/NSPS survey adds improvements, easements, encroachments and specific certification language to a national standard that lenders and title companies rely on to close a commercial transaction.

Does a lot line adjustment create a new parcel?

No. It changes the shape of existing parcels without increasing their number, which is why most jurisdictions process it more simply than a subdivision.
